Not really, but GARNOME does all the downloading for you, so there's no
extra work.

The way you do this 'properly' is:
* Edit gar.conf.mk and uncomment GARCHIVEDIR
* At the root of your untarred GARNOME tree, type 'make paranoid-garchive'
GARNOME will run off and download all the tarballs in every category (except
bootstrap/ and broken/), check that they downloaded correctly, and copy them
to the GARCHIVEDIR.
You can now safely 'make clean' whenever you want to, and know that when
GARNOME wants to fetch stuff, it will get it from your local disk.
