index.sgml not found (many times)

Hi,
while compiling garnome, it often stops with the error "File 
"index.sgml" not found.
Why does is this happen?
What is a proper way to solve this problem?
I did the following:
If an index.html exists in the same directory: ln -s index.html 
index.sgml. If not: touch index.sgml

Is this a good idea?
