You really should be looking into the mailing list archives for
something this simple; it's been asked many-a-time.
Garnome is not designed to be 'system-wide'. If you really want to do
that, make the prefix /opt/garnome, something not in your home
directory. Adjust the permissions accordingly.
That should do it.
