	Well when I tried this, I must admit that I did it by setting
BUILD_CLEAN in my environment, like:

$ export BUILD_CLEAN="Goober"
$ make install

	And I saw buildclean get run.  Try that out first, and then
I'll try to figure out why it's not happening when set in gar.conf.mk
here.
