Fetching packages

In Garnome 0.16.2, I have been trying to find how I would pre-fetch the 
packages needed for the compile, without having to run the compile at 
the same time.  I tried the obvious ones (ones I could see in the 
makefiles) of fetch, pre-fetch, etc.  The most that happened was that 
"make fetch" created an empty "download" directory under meta/gnome-desktop.
