scrollkeeper

I have garnome-0.10.0 installed for my local user account... but I
haven't as of yet been able to use Yelp... even if it does come up most
of the text  is usually blank and there is nothing is the way of a
table of contents.  This all makes me think that scrollkeeper is not
set up correctly.  

Is there any standard procedure I should follow for setting
scrollkeeper up?  Or does garnome-0.10.0 take care of all that?
