You should file a bug with the party that provided your xfree86
installation. As specified by the FHS (http://www.pathname.com/fhs), it
should install a symbolic link /usr/include/X11 pointing to
/usr/X11R6/include/X11, that would have made these headers available.
Aside from that, it's a mystery to me how this happend, since the
pango configure script seems to detect the location of X headers
correctly.
