New hacking release with pre-2.1.3 tarballs

Hey gang,

There's a new hacking release out, with pre-2.1.3 tarballs. They'll be the
real tarballs that go out with the release, 'cos I'm just about to do it
now. :-)

Anyway, please test and let me know if there are any issues. I'll probably
officialise this in a few hours anyway.
