Something's up with ftp.gnome.org; add another mirror for the time being.
Everyone in #garnome has suggested ftp.sunet.se. So, your MASTER_SITES line
in gar.conf.mk should look like:

MASTER_SITES += http://ftp.sunet.se/pub/X11/GNOME/pre-gnome2/releases/gnome-2.0-desktop-beta4/ http://ftp.sunet.se/pub/X11/GNOME/pre-gnome2/sources/$(GARNAME)/ http://ftp.gnome.org/pub/GNOME/pre-gnome2/releases/gnome-2.0-desktop-beta4/ http://ftp.gnome.org/pub/GNOME/pre-gnome2/sources/$(GARNAME)/

Don't remove the ftp.gnome.org ones though, it will only cause you pain.
