No. There is no cabal, and the proposals only got published yesterday.

The "Supporting individuals" of the Birmingham application are 
essentially GNOME developers who are interested in having GUADEC there 
and can offer a level of support to the organisers, although not all of 
them will be directly on-site (many live near, and all live in the same 
country).
