    Not really. gnome.org distributes a version of GNOME - it vends it. OK,
    it doesn't sell it, but it's still a distributor.

It's a distributor, and makes sense to list as the distributor.
The only problem is in the current terminology, which assumes
that every distributor is a vendor.

The name should be changed to "distributor", or "packager", or
something else, something that fits all distributors, not just those
which are vendors.
