Nope, according to the release announcement at
it's November 8, 2001.

Perhaps, but if we all sit back and think of people who would be good at
this, we'd probably only nominate "famous" people.  Furthermore, this is
a volunteer organization, and if people think that they're suited for
this job, and want it, they'll nominate themselves.
