A common practice on recall votes is to require that the call for a
vote be supported by a substantial fraction of the membership. The
proper fraction is dependent on the size of the membership and the
degree to which the membership tends to participate. Generally, you
want to require the support of at least as many members as would be
enough to carry a quorum in a vote.

I question the merits of that assertion.
