As a matter of fact this is true for all accented characters at certain
sizes. The problem is that the combined characters in the Vera fonts
don't have any hinting of their own to keep the parts in the correct
relative positions.

Yes, but by using the auto hinter you lose the (mostly) excellent
hinting of the Vera fonts. Maybe configuring fontconfig to use the auto
hinter at those sizes where you have problems and the normal hinting
instructions otherwise would be a reasonable workaround.
