Not yet.  See bug http://bugzilla.gnome.org/show_bug.cgi?id=325166
You can of course choose to not have F-Spot copy your photos at all, but
just use them from wherever they are - just make sure to uncheck the
Copy button before choosing your import directory/source as there's a
bug.
