Database updater: Other tag removal

If you ran CVS in the last few days and had an Other tag that had
subtags but no photos, it was probably accidentally removed. This bug
has been fixed and if you run the latest CVS it will find the orphaned
subtags and recreate the Other tag and all will be good with the world.
