Would IPTC import be considered ? I tagged thousands of photos with
IPTC (mostly location (country + dept/state + city) and keywords for
people) and I wouldn't want to tag them back.
I'll be happy to work on a patch if this is considered (I have little
experience with C# but using XMP import as guidance I believe I can do
it).

Frederic,
I also have thousands of photos with IPTC info in them. I have a
script that changes the IPTC info into XMP. However, it will need
slight modification to work with valid IPTC info as the program that
wrote my IPTC tags was flawed and used nonstandard names. Write to me
and I'll send it to you if you need. Also, if the list wants, when it
is fixed to work with standard IPTC tags I can post it to the mailing
lists for the archive purpose.
