Bug 306961 ( http://bugzilla.gnome.org/show_bug.cgi?id=306961 )
discusses this issue. Categories are tags that can have children.
Hubert's suggestion (in the bug) that all tags should be able to have
children, but that there can be some internal flags for special tags
(eg Hidden) that prevent them from being parents is a good one I
think. I know Larry has thought about this, but I'm not sure what the
current plan is.
