[evolution-patches] Bug 318176 - Const and static additions

http://bugzilla.gnome.org/show_bug.cgi?id=318176 contains a patch to add
lots of const and static keywords across the eds codebase.  The main
target is libical, which contains several very large arrays (25K each)
which are not static nor const at present, so are not shared between
EDS-using applications.

I can split this patch into a number of separate patches per-directory
if required.
