personally I'd prefer the way 2.2 did it, which was just that the
attachment pane was collapsable.

the problem with resizing here is that there's an optimum size for the
attachment pane to be - there's no real reason for a user to change it -
the text in the editor is far more important content than the attachment
icons; as long as a user can see the full attachment info in the
vertical space provided, he/she can always use the scrollbars to view
more attachments if they've attached too many to display in a single
row.

resizing the attachment bar to a smaller size doesn't really make sense
either as it eliminates the value of having it viewable in the first
place.
