[evolution-patches] 304415, gpg hash algorithm override

Currently the mailer hardcodes sha1 hash, this code tells the cipher
context to use the default hash, and then for gpg, it looks up the
user-selected hash from the gpg options file.

The reservations I have about this are listed on the bug.

The patch is probably applicable to 2.2 too, if it is to go into 2.4.
