Unfortunately, we already have a new mail notification patch, which we're just waiting to get updated to e-plugin.

But you're welcome to re-write this as an eplugin instead yourself, against evolution cvs head.  But we wont take it as a patch against the main tree, since that is no longer required to add this sort of functionality.
