I don't have Evo built from CVS (and hence can't apply the patch),
but...
however, I can say that the HIG does indeed specify that toolbars should
be hideable. As long as all of the options which are accessible through
the toolbars are accessible through the menus too (which obviously they
should be), then this option is fine (and appropriate) to adopt.
BTW, you should give the new menu item a keyboard shortcut.
