No. The launcher in the "Applications" menu uses the .desktop file.
Launchers on the panel itself are separate desktop files.

If your argument against it is user visibility, then arguably, the
binary name shouldn't be user visible. :) I'm not sure what the best
thing to say here is, but I think we should try to avoid breaking
desktop files that users may have on their panel or desktop.
