Yeah i thought about this too.

The main issue is that, in either case, its still broken, utf8 headers
are just as broken as any other 8 bit charset.

And, didn't dan have some problems with that in decode_string?

So maybe, just see how it goes, and if its an issue, alter the
behaviour?
