I think it should be just ${privlibexcdir}, not ${anything}/tools.

(libexecdir is correct for Solaris and other non-Linux platforms, and is
being used in a bunch of places in GNOME now. Distros that want LSB
compliance can just configure with --libexecdir=${prefix}/lib.)
