Did you try disabling that particular eplugin?

The GARNOME version and any custom changes matters too, at least to
me. ;-)
FWIW, running Evolution 2.2.1.1 built by GARNOME 2.10.0.1 myself, Evo
works just fine.
This issue may be related to GARNOME (build environment, options). See
[2] for the mailing list. Did you tweak any options apart from basic
things like the $prefix?
