Hi Anna,

Perhaps I'm not using the right terminology.  I'm making a distinction 
between menu mnemonics and keyboard accelerators (or shortcuts).

Mnemonic:  Actions/_Send / Receive

Accelerator: F9

It seems that only mnemonics are required for accessibility.
