[Evolution-hackers] Error messages

I've committed the error message stuff to mail, composer, and filter.

They should all now be using the new error message format, even if they aren't really much different in content.  This covers all messages, not just the ones listed in Ben's email.  Not everything he suggested has been done because they would have required more low-level changes.  Well, if i didn't just break the build by forgetting something.

There's also a documentation file in devel-docs/misc/errors.txt, which explains everything, including info for translators, installation, usage, etc.  The format strings aren't C format strings, but are basically C# format strings, so they're nothing new (they just don't contain any formatting or type info).  And there's even a test program "widgets/misc/test-error" which can be run to test the raw error templates.
