We had one before - it lived in the shell because we didn't have a way
to stuff a component config control into a notebook page in the dialog. 
Is there any reason we can't keep it where it is (at least for the time
being)?  I suppose we could make the config dialog a little smarter and
have it group controls that have the same name into tabs of a notebook
or something..
