Perhaps you could make a patch for this:

It's possible to make the key-bindings user defined, however I think
that will add a lot of complexity of Evince in terms of configurations
for the key-bindings and code to support them.  We're using the GNOME
HIG key-bindings where they make the most sense so everything should act
as expecting in GNOME.

Are there other keys you're expecting to use or just single key
shortcuts to things that already have a Ctl-<key> accelerator?
