Like I said in the original report, DBus *is* running.
$ ps auxww | grep dbus
103 5805 0.0 0.1 2104 724 ? Ss Jan17
0:00 /usr/bin/dbus-daemon --system
$ epiphany

WTF? Why can't it see that DBus is running?
