If you don't have the ~/.gnome2/epiphany/extensions/
(${HOME}/.gnome2/epiphany/extensions/ - "extensions", not "plugins")
directory, then yes, you have to create it.
Then you have to download
http://www.sstuhr.dk/epiphany-extensions/tabkeytabnavigate.py
and
http://www.sstuhr.dk/epiphany-extensions/tabkeytabnavigate.ephy-extension
and put both files in ~/.gnome2/epiphany/extensions/
Next you have to enable the extension in Epiphany from the Extensions
dialog: The menu Tools > Extensions...
(AFAIK you need the epiphany-extensions package in order to have the
Extensions dialog.)
