Plugin interface

Hi,

would it be possible to add to the Epiphany's plugin interface the 
following two things:

- a function that returns a textual description of the plugin (and so, 
why not, a GUI to look at current loaded plugins),
- the ability for epiphany to load plugins from either wide directory 
(/usr/...) and user local directory (à la mozilla).
