This will be possible using a custom toolbar layout. With the exception
of disabling the close button on the first window, you can try this
already, by adding the actions with names "ViewZoomIn", "ViewZoomOut",
and "FileCloseWindow" to your ~/.gnome2/epiphany/epiphany-toolbars.xml
file.
