Eog ChangeLog Situation

Hi,

the current ChangeLog situation in eog head is kind of suboptimal. Every
directory has it's own ChangeLog which makes it very difficult to notice
changes at a glance.

Maybe we should move all subdir ChangeLog's to ChangeLog.old and put a
notice like: "Look into ../ChangeLog for recent changes." at the top
of them. Then we use eog/ChangeLog for all further changes.

Any objections?
