I suspect some fircall/router in the path preventing you to call.
Can you test sip:500 ekiga net (it's an echo test) ?
Or try another provider to reach the same number like:
sip:*01318004877646 ekiga net (SIPBroker)
sip:*20118004877646 ekiga net (VoIP.Brujula.net)
