?? gnome-doc-utils is part of the standard GNOME distribution

If you really can't find the right rpms in your normal Fedora
repository, you could download the source tarball from gnome.org, for
example from here:
http://ftp.gnome.org/pub/GNOME/desktop/2.18/2.18.3/sources/
