We also encounter the same problem, we have tried a lot of methods, such as change the order of CIF and QCIF media format, it doesn't work too. 
So we hope the release the Ekiga 3.0 to address this issure. When the Ekiga 3.0 will be released?

Hi,

CIF is not officially supported in Ekiga 2.0.x and will never be
supported.

The upcoming 3.00 release addresses this issue.
