Comment needed on some strings for translation

Hi,

I've finished Drivel translation into Lithuanian but few strings, I
could not check their use cases or did not understand their meaning.
Could you explain me what are those "Upper minute limit", "Lower limit
second", and so on? And a few more, what is "To:", "_By:" and "_From:"
used for? I'm asking this because in Lithuanian there's more than one
definition for these words, it depends whether it's used with people or
place (e.g. From), etc. and I couldn't find these strings in UI, since I
own only a Wordpress weblog and couldn't investigate the UI used for
other accounts.
