dogtail Release update

Just to let you all know, dogtail development is moving right along.
It's been a while since the last release, but a new one (0.5.0) has been
pending for a few weeks, with several exciting changes. To see what's
coming, check out the NEWS file in HEAD [0].

As for the holdup, the last remaining issue is a mysterious regression
in the automatic runtime translation, affecting at least the ja_JP.UTF-8
locale [1]. So far it looks like it could be an encoding problem, but
we're not 100% positive yet. Anyone with unicode and/or gettext
experience is welcome - nay, encouraged - to check it out and point out
any foolishness on our part.
