I think it is a situation of not upgrading to xkeyboard-config,
http://www.freedesktop.org/wiki/Software_2fXKeyboardConfig
AFAIK, xkeyboard-config is not part of the default Xorg yet, so you have
to install separately. There have been discussions for this last year
(during Xorg pre-7.0 but it did not make it).
