libnotify and the HIG

Is there a draft HIG guidelines on the positioning of libnotify
"arrows"?

NetworkManager has the "point" at the center of the notification icon,
but gnome-power-manager points to the outside of the icon.

The reason I'm asking is
http://bugzilla.gnome.org/show_bug.cgi?id=338638 wants a fix for the
notification-area-is-at-bottom-case and I want to fix this only once.
