Some rather serious showstopper bugs seem to exist in the libnotify
system.

Notably:

Really awful results if notification area is on a bottom panel, or
anywhere but a top panel (little arrow is still on the top, it tries to
position itself under the panel, but then clips to the screen.)

Not xinerama aware: notification popups like to show up across xinerama
displays.  Notification popups should take advantage of the workarea
hints set by the window manager.  My expectation is that if there's an
xinerama dead area that notification popups would happily appear there.

(Note I'm using here as an example the results in Ubuntu breezy)

I couldn't find anywhere in bugzilla to report these issues.
