It should be possible (if not currently, then maybe with a patch) to add
items to the top-level menus, in which case an Edit->Actions Manager
entry after Preferences would be reasonable.
If a patch is needed, maybe it would be better to add the possibility
for an extension to add a notebook page in the preferences dialogs of
nautilus in the same way we can presently add a notebook page in the
properties dialog of a file. This way each extension can put their
general preferences there, and it will be better integrated and more
usable than a bunch of menu entries behind the main Preferences menu entry.
