please note that your problem is more an *interface* issue than a concept issue,
there's a quite big codebase there (system-tools-backends), which works for a 
large number of distros, and not only for users stuff, it really could be worth to
extend this code to match other use cases instead of reinventing the wheel yet again
because of an interface issue

Regarding the interface, as a silly example, you can use network-admin (also 
from g-s-t) for configuring a single network interface with --configure=eth0, this 
already allows integration with gnome-nettool and gnome-netstatus, so I bet that 
the same can be done for users-admin
