Explicit 'Shut down' and 'Restart' in New Panel Menu?

I see that there is some promising reorganization of the default Gnome 
panel menus going on: http://bugzilla.gnome.org/show_bug.cgi?id=161613

I wondered, now that there is a "System" menu, if this would be a good 
place to put menu items in for Restart and Shut Down rather than having 
them only accessible through "Log Out".

For many desktop users, the concept of "logging out" is not particularly 
pertinent since they often only have one account. It does not seem (I'm 
just speculating here), obvious that "Shut down" and "Restart" would be 
found under "Log Out".
