The only component you really need to build an autotooled package from a
tarball is make and the various standard shell utilities, which are
generally installed already.  To do the same with a package using scons
to build, you'd need to install scons.

So it is true that you need to install some tool to build the package in
both cases, but people are more likely to notice in the scons case.
