Generally by putting 'defaults' files into /etc/gconf/gconf.xml.mandatory
directory, but there could be other read-only sources utilising different
backends or in different places, as defined by /etc/gconf/2/path. Example:
xml:readonly:/home/jdub/GARNOME/etc/gconf/gconf.xml.mandatory
