Compile network admin by default in GST build? (y/n)

Hi all,

I was about to build GST 0.92.0 [1], when I realized that we only
arrived to a consensus with the time and users tools (both yes) and
services and boot tools (both no), the network tool was left for a
debate that didn't give any answer to this poor soul :), so the options
that I think we have are:

- not compiling network-admin at all while we wait to a sensible
decision about network applets/tools/thingies
- compiling it and deprecating it if something better appears

any opinion?
